Planning Committee Meeting Minutes
November 30, 2004

Present:  Sharon Feucht, Kathy Bero, Wendell Kuehl
Also present: Ben Gomez, Todd Wilson, Leroy Tietz, Lohny Fredrick 


The meeting was called to order at 7:05 pm.  Posting of the meeting
was confirmed and the minutes were read.  A motion was made and
seconded to accept the minutes recognizing that Chris Hookstead
commented at the Town Board meeting that he did not express support
for the Neumann land division request.  The minutes were unanimously
accepted.

Dean Perlick, Dodge County Manager of Planning was present with
Staff
Planner Nate Olsen.  They provided a handout and discussed zoning,
density standards and land divisions.  In summary, the Town of
Lebanon
has its own land division ordinance that supercedes County opinion.
If
the Town denies a division, it goes no further.  Under existing
ordinances A-1 land could be allowed 1 division to every 75 acres. 
A-2 land could be allowed 1 division to every 35 acres.  A-1 zoning
carries a restriction that any new parcel created must be made for a
parent or child of the existing landowner, or the farm operator. 
A-2
zoning can be split for anyone.

Clustered divisions are given a bonus under the County ordinances.  

In reference to Town roads, the Town has the right to deny a Town
road to any new “subdivisions.”  In which case, the property owners
would be responsible for their own roads.  In addition, the County
looks to the Town for recommendations on building site placement,
however any lots created before the most recent rule changes can be
placed at the landowner’s discretion.

Mr. Perlick recommended that language requiring a certain amount of
acreage with land divisions including buildings be placed in our
plan
as policy.  It would be too complicated to put it in an ordinance. 
He
also said the Town should be sure it’s Comprehensive Plan is strong
and then it must strengthen it’s land division ordinances.  The plan
is broad in statements while the ordinances must be detailed.  

There was much discussion with the audience.  Approximately, 30
community members were present.

The next meeting is scheduled for December 28.  A motion was made
and
seconded to adjourn.  The motion carried.  The meeting was adjourned
at 9:15 pm.
