OCTOBER BOARD
MINUTES
1. Lebanon Town Board met on Thursday, October 1, 2009, for the
Monthly Board Meeting, 7:30 o’clock P.M. at the Town Offices, Lebanon.
Present were the Chairman, Lohny Fredrick, who called the meeting to
order, the Supervisors, Todd Wilson and LeRoy Tietz and Clerk Dorothy
Kuehl with Treasurer Jon Schoenike arriving late..
2. Pledge of Allegiance was led by the Chairman.
3. The Clerk verified the posting of the agenda on Monday September
28, 2009, at the Lebanon Town Offices, Lebanon Post Office, Recycling
Center, Universal Co-op and R-Station. Also faxed to the Daily
Times.
4. The Chairman previewed the agenda and had nothing to add. No
public input.
5. MOTION BY WILSON AND SECOND BY TIETZ TO APPROVE THE MINUTES FOR
SEPTEMBER MEETINGS AS MAILED. M. C.
6. Skip Treasurer’s report until Treasurer arrives.
7. The police report was received from Officer Toellner. He also
explained the dog complaint at Hidden Meadows and the status of the
occupancy permit.
8. No Planning issues at this time. Chairman attended the hearing for
Streiter at Juneau.
6. The Treasurer read the Treasurer’s report. MOTION WAS MADE BY
TIETZ AND SECOND BY WILSON TO ACCEPT THE TREASURER’S REPORT AS READ.

9. MOTION WAS MADE BY WILSON AND SECOND BY FREDRICK TO APPROVE THE
CLASS B TEMPORARY LICENSE FOR IMMANUEL LUTHERAN CHURCH FOR THEIR
OCTOBERFEST ON OCTOBER, 18, 2009. M. C.
10. Highway Superintendent Brent Boyd gave his report. Brent
reported seal coating is complete and explained the method used.
Talked about Monroe Road and the issue with the Town of Ashippun’s
part of it. Then Brent explained the bids he received on the truck
purchase. The bid received from Birk was for $62,575.00 and bid
Madison Truck was for $61,950.00, but for a painted box. Birk was
favored because of the stainless steel box. $104,689.00 is price for
truck itself. The purchase of the ambulance was also talked about.
Winter maintenance was discussed and the repair work on Davidson
Bridge could be done by the County. Stone had to be put by the
culvert on Blaine Road. Martin Zuieg’s culvert in the marsh was
discussed and we should be able to work something out.
11. The Park Committee meeting was talked about by Tietz. They
mainly talked about the baseball. Town Board members were present and
also Nick Demetrouplos. A free will offering will be collected at the
ball games next year.
12. The Board reviewed the bills for September. MOTION WAS MADE BY
FREDRICK AND SECOND BY TIETZ TO PAY THE BILLS FOR SEPTEMBER AS
PRESENTED. M. C.
13. MOTION WAS MADE BY FREDRICK AND SECOND BY WILSON TO ADOPT
L-09-J, TRANSFER OF FUNDS AND ADDING AS PER ATTACHED. M. C.
14. Set the budget workshop agenda to approve the purchase of the
truck and ambulance and changed to 27th & 28th. Do the Dodge County
Humane Society contract to the next meeting.
15. The Board set the Budget Hearing date for November 18th at 8:00
p.m.

1. The Board also met on Tuesday, October 27, 2009 at 7:00 p.m. at the
town offices. Present were Chairman, Lohny Fredrick who called the
meeting to order and the Supervisors Todd Wilson and LeRoy Tietz, the
Deputy Clerk, Deborah Behl and the Treasurer, Jon Schoenike.
2. Chairman led the Pledge of Allegiance.
3. The agenda posting was verified by deputy Clerk on Friday, October
23, 2009 at all places and also faxed to the Daily Times.
4. Nothing to add to the agenda, nor no public input.
5. The Chairman declared the minutes and treasurer’s report dispensed
with.
8. Accepted budget proposals. The EMS (Chris Walters and Rick
Budewitz) presented their budget request for $ 6570. for officer
salaries. New Ambulance was discussed with delivery date of April 22,
2010. Brent Boyd presented the Park proposed budget. Bill Nass and
Dave Beal of the police department presented the police budget
request. A joint meeting with the Planning Committee was set for
December 8th at 7:00 p.m. Brent Boyd submitted the rad budget. Then
Brent Boyd, Fire Chief presented the Fire Dept. Budget.
7. The purchase price of the truck and plow is $167,000.00. MOTION
BY FREDRICK AND SECOND BY WILSON TO PURCHASE AN 2010 INTERNATIONAL
7600 DUMP TRUCK FROM LAKESIDE INTERNATIONAL IN WEST BEND FOR
$105,000.00 AND SNOW PLOW EQUIP. FROM BIRK TRUCK EQUIP, MADISON FOR
NOT TO EXCEED $62,000.00. M. C. unanimous
6. MOTION MADE BY FREDRICK AND SECOND BY WILSON TO PURCHASE 2010
F450 MEDTEE AMBULANCE FROM FOSTER COACH SALES OF STERLING, IL FOR
$159,000 LESS TRADE IN. M. C. unanimous.
10. Reviewed additional bills. MOTION BY FREDRICK AND SECOND BY
TIETZ TO PAY FILLS AS PRESENTED. M. C.
13. Fredrick, Chairman declared the meeting adjourn at 12:23 to
Wednesday at 7:00 p.m.
14. Chairman called the meeting back in session from last night. All
present and also the Clerk, Dorothy Kuehl.
15. The Board discussed the budget.
17. The Board changed the Budget Hearing to Thursday, November
19th.
11. MOTION WAS MADE BY FREDRICK AND SECOND BY TIETZ TO APPROVE
RESOLUTION L-09-K, TRANSFER OF FUNDS IN 2009 BUDGET AS PER ATTAHCED.

RECOMMENDED PROPOSED BUDGET FOR 2010 TO THE BUDGET HEARING ON
NOVEMBER 19, 2009. M. C.
