LEBANON TOWN BOARD BUDGET MEETINGS LEBANON TOWN OFFICES WEDNESDAY, OCTOBER 13, 2010 7:00 pm to 12:15 am THURSDAY, OCTOBER 14, 2010 7:00 pm to 12:25 am MINUTES page #1 of 2 Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and LeRoy Tietz, Clerk Deborah Behl and Treasurer Jon Schoenike. Pledge: The Pledge of Allegiance was recited. Public Notice: Clerk reported that agendas were posted on Friday, October 8, 2010. Public Comment: Allen Behl spoke about the condition of the pavement on Scofield Road from Banon Road going north about three tenths of a mile. He requested that money be budgeted to repair this section of road in the 2011 budget. Jeff Heise, John Christian, and Nick Demetropolous all concurred with the need for this repair work to be done. Preview Agenda: No changes. Minutes & Treasurer’s Report: MOTION: (Fredrick, Tietz): To dispense with the minutes and Treasurer’s Report. Carried on voice vote. Historical Society: Leonard Staerk, Secretary of the Historical Society, requested 2011 budgeted funds to be allocated the same as last year 2010. Request attached. Salary Review: Leonard Staerk of the Salary Review Committee gave the board an overview of their recommendations which will be presented at the upcoming Town Budget Hearing. Copy attached. Fire Department: Fire Chief Brent Boyd presented the 2011 Fire Department budget request. Copy attached. The Emmet fire contract was discussed. Concern was expressed over the lack of a driveway ordinance in the Town of Emmet. Plan to finalize the contract at the November Board meeting. EMS: President Rick Budewitz of the Lebanon EMS requested the town to again budget for EMS Officers’ salaries at the current level. Police: Officer Dave Beal and Emmet Chair William Nass spoke about budget needs for the Emmet-Lebanon Police Department. Per the contract, Lebanon’s share of the 2011 budget will be $15,700.00 plus one-quarter of the law enforcement insurance. A computer system will be implemented in the squad car in 2012. The total cost is estimated to be $7,000.00 which the towns should share in halves and should budget for over the next two years. Lebanon Band: Chairman Lohny Fredrick reported that President Wayne Schliewe of the Lebanon Band requested 2011 budgeted funds to be allocated the same as in 2010. Planning Committee: No changes for the new budget. Park Committee: Brent Boyd presented the Park committee budget request. Copy attached. A discussion was held on the collection of admission to baseball games. It was the consensus of the board to eliminate the baseball admission collections and to substitute with a donation jar in the concession stand. Highway Department: Highway Superintendent Brent Boyd presented the 2011 Proposed Road Projects. Copy attached. He also presented quotes for furnace replacements for the Town Shop and for the Fire Station. Street name signs are supposed to be replaced by 2012 per state mandate. The compliance date for new warning signs is 2018. The suggestion was to adopt a rotational system for replacement of street warning signs. Carried on voice vote without negative. Fredrick abstain. Resolution L-10-H Budget Transfers: MOTION (Fredrick, Wilson): To adopt Resolution L-10-H Budget Transfers in the 2010 budget. Carried on voice vote without negative. Treasurer’s Computer: Treasurer Schoenike is requesting to replace his 9 year old laptop computer. The County Treasurer is requiring our Treasurer to have high speed internet access on his computer. Consensus of Board to get a broadband card for his new computer. Also consensus of Board for the Treasurer to go ahead with the purchase of a replacement computer this year. Delinquent Bills on Tax Roll: MOTION (Fredrick, Tietz): To put any and all delinquent bills on the 2010 tax roll. Carried on voice vote. Additional Monthly Bills: Additional bills for the month were reviewed. MOTION (Fredrick, Wilson): To pay bills in the amount of $4,324.71. Carried on voice vote. 2011 Proposed Budget: Table to Thursday night. Board Member Reports: None. Future Agenda Items: None. Adjournment: MOTION (Fredrick, Tietz) to adjourn to Thursday, October 14, 2010. Carried. Reconvene: Budget meeting was reconvened on Thursday, October 14, 2010 at 7:00 pm with the following members present: Chair Lohny Fredrick, Supervisors Todd Wilson and LeRoy Tietz, Clerk Deborah Behl and Treasurer Jon Schoenike. Budget Proposal: Budget proposals for 2011 were worked on. MOTION (Fredrick, Tietz): To finalize the 2011 budget proposal “D” and to present it to the voters at the upcoming Budget Hearing and Special Town Meeting which will be held on Wednesday, November 17, 2010 at 8:00 pm at the Lebanon Town Offices. Carried on voice vote. Board Member Reports: None. Future Agenda Items: None. Adjournment: MOTION (Tietz, Wilson) to adjourn. Carried.
