LEBANON TOWN BOARD MEETING
LEBANON TOWN OFFICES
THURSDAY, MAY 6, 2010 7:34 p.m. to 10:15 p.m.
MINUTES
Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and
LeRoy Tietz, Clerk Deborah Behl, Treasurer Jon Schoenike.
Pledge: The Pledge of Allegiance was recited.
Public Notice: Clerk reported that agendas were posted on Friday,
April 30, 2010.
Public Comment: None at this time.
Preview Agenda: Add: discussion on PACE program; insurance update;
and Hoard Road Bridge meeting to agenda. Agenda approved by
consensus.
Minutes: MOTION: (Fredrick, Tietz) to approve the April 2010 Board
minutes as distributed. Carried on voice vote.
Treasurer’s Report: MOTION: (Wilson, Tietz) to approve the
Treasurer’s Report. Carried.
Police Report: Officer Allermann presented monthly police report
which is on file.
Planning Committee and Land Use Issues: Dave Gettelman, Land Division
Officer, reported that the Planning Committee had approved with minor
revisions the land division request from Franklin Braunschweig on
Monroe Road, Section 11. Clyde Braunschweig requested that the land
division be withdrawn. MOTION: (Fredrick, Tietz) to table the
Braunschweig land division request #033110. Carried on voice vote.
Fire Department: Fire Chief Brent Boyd reported:
- DNR Grant check received.
- Update on cistern project. Brent will do title search to verify if
any easement for the fire department was recorded on the property.
- March fire inspection report on 37 properties was received from Fire
Inspection Services.
Highway Superintendent: Brent Boyd, Highway Superintendent reported:
- We will be doing the shouldering ourselves this year to cut costs.
- Salt bids requirements for 2010/2011 were cut in half from last
year.
- MOTION: (Fredrick, Wilson) to approve the addition of 2 curve signs
on Poplar Grove Road just north of Armin Tessmann property and the
addition of a curve sign on View Road. Carried on voice vote.
- MOTION: (Tietz, Fredrick) to proceed with the sandblasting and
painting of both patrol trucks at a total cost of $6,700.00 Carried
on voice vote.
- MOTION: (Fredrick, Wilson) to accept Scott Construction bid in the
amount of $14,174 per mile for sealcoating. Carried on voice vote.

Highway Superintendent – continued:
- MOTION: (Fredrick, Tietz) to accept Scott Construction bid in the
amount of $14,090 per mile for slag seal. Carried on voice vote.
Park Committee: Leroy Tietz of the Park Committee reported:
- Major repairs made to park lawn mower.
- Last year of rental on signs in baseball outfield.
Discussion on Outdoor Wood Burners and Burn Barrels: Continued
discussion on this proposal. Daryl Mater of Midway Lane spoke in
favor of wood burners. Continue next month.
Highview Road Bridge Disturbance Complaints: Decided to replace the
information signs that regulate the hours of use of the bridge for
fishing.
Discussion on Illegal Dumping into Rock River: Officer Allermann has
taken care of this.
Ordinance Book Revisions: Officer Beal is working on this.
Board Member Reports:
- Fredrick reported receiving a request from the Zwieg family on
Plover Road for the Town’s support of the PACE program for their farm.
Decision was made to hold a special board meeting on May 27 from 5:30
pm to 6:00 pm to take up this matter.
- Fredrick reported that he will be attending a meeting on the Hoard
Road Bridge project with MSA, Utilities, and County and Railroad
Officials on May 7, 9:30 am.
- Brent Boyd reported that the station furnace and shop furnace will
need replacing in the near future. He was instructed to obtain some
ballpark pricing.
- Wilson reported that insurance costs will be increasing about 7%.
Fire Department 6 month License: MOTION: (Fredrick, Wilson) to
approve a six month Class “B” License for the Lebanon Fire Department
concession stand at the Firemen’s Park, William B. Tietz, agent.
Carried on voice vote.
Future Agenda Items: Decision was made to hold an additional Board
meeting on June 24, 2010 at 7:30 pm for the primary purpose of alcohol
licensing.
Monthly Bills: Bills for the month were reviewed. MOTION (Fredrick,
Wilson) to pay bills in the amount of $56,066.39. Carried by voice
vote.
Adjournment: MOTION (Tietz, Wilson) to adjourn. Carried.
