May 6, 2004 Town Board Meeting

MAY MINUTES

    1.   Lebanon Town Board met on Thursday, May 6, 2004, for the
monthly Board Meeting, at 7:30 o’clock P.M. at the Town Offices,
Lebanon.  Present were the Chairman, Lohny Fredrick, who called the
meeting to order and the Supervisors, Todd Wilson and LeRoy Tietz,
Clerk Dorothy Kuehl and Treasurer Jon Schoenike.

    2.  The Pledge of Allegiance was led by the Chairman.

    3.  The Clerk verified the posting of the agenda on Monday, May
3, 2004, at the Lebanon Town Offices, Lebanon Post Office, Town and
Country Bank, Lebanon Town Shed/Recycling Center, R-Station and
Universal Co-op.  Also faxed to the Daily Times.

    4.  The Chairman previewed the Agenda, no public input.  Fred
Guenterberg, from the Lebanon Luckies 4H Club, made a presentation or
plan for the 4H Club to work on Union Cemetery.  The Board thanks the
Club and approves the plan having them work together with Brent Boyd.

    5.   MOTION BY FREDRICK AND SECOND BY TIETZ TO APPROVE THE
MINUTES FOR THE APRIL MEETING AS MAILED, WITH THE CORRECTION OF #8 THE
WORD SPIT TO SPLIT.   M.C.

    6.  Treas. report read by the Treas.  MOTION BY FREDRICK AND
SECOND BY TIETZ  TO ACCEPT THE TREAS. REPORT AS READ.   M.C.

    7.   Officer Allermann was present and presented Officer Beal’s
report and a copy of the Agreement and an insurance summary.  Board
will review and discuss at the next meeting. Chairman also talked
about the fire cleanup at Hidden Meadows, which has happened six
months ago an no progress in clean up and what he has been trying to
do so far.

    8.   Land Division Officer Ben Gomez reported that there are no
divisions this month, but 3 rezoning requests are at the County and
the Committee was asked to review them at their next meeting on the
25th of May.  There is no fee set up for a review of rezoning issues.

    9.   The Chairman opened the hearing on the Ordinance Banning
Nude Dancing in Bars and Taverns.  Sheriff Nehls was present and
Chairman Fredrick asked him to comment on the sites we have in Dodge
County at present.  He said it depends on the level of management and
how they are run.  No one else commented.  MOTION BY FREDRICK AND
SECOND BY TIETZ TO APPROVE L-04-1, ORDINANCE BANNING NUDE DANCING IN
BARS AND TAVERNS.  M.C.   It will be in effect at publication.

   10.  Highway Superintendent Brent Boyd reported a driveway permit
for Mallow, View Road.  Board discussed ways to have the new driveway
permits be gotten in time.  DonChristopherson will be checked if it
could be on a check list.  Fire numbers were also discussed.  Gravel
has been hauled; the roadside mower was delivered last Friday.  The
Fire Dept. tanker was sold.  Brent also attended the meeting on CTH O
at Ashippun Town Hall. The road work will be mostly at the
intersections and resurfacing with the most changes in Ashippun.  No
plan for CTH O ready yet, to be done possibly in 2005. Neither the
Bridge inspection was held by the County, no report yet nor any on the
Trip program.  Fredrick had prepared a bid sheet and sent to the
bidders on the road work.

    11.  MOTION BY FREDRICK AND SECOND BY WILSON TO APPROVE THE SIX
MONTH CLASS B LICENSE TO THE LEBANON FIRE DEPARTMENT FOR THE
CONCESSION STAND AT LEBANON FIREMENS PARK.  M.C.  Board approved the
appointment of Dan Leischer as agent for the Fire Dept.

     13.   Tietz reported on the Park Committee.  The poles were
replaced and Carroll Electric is working on the lights.  The Band
Shell is finished with Beaver Gunite.  Brent added most projects will
be done in May.  There will be no little league this year.

    14.   Board reviewed the Planning Committee meeting and talked
about the

hearing at the Board of Adjustment which will be May 20th.  Board
decided to send a letter to Dodge County about our rules and that the
County should take our rules in consideration when applications are
made and to also ask for a Staff report for each land division. 
Wilson reported that Dodge County sent Bauer and his kennel to the
planning committee and they will meet on the 25th.  Also complaints
were given on dogs running loose and chasing walkers.

     12.   Board reviewed the bills.  MOTION BY WILSON AND SECOND BY
TIETZ TO APPROVE THE PAYMENT OF BILLS FOR MAY AS PRESENTED.  M.C.

      15.   MOTION BY TIETZ SECOND BY FREDRICK TO ADJOURN AT 10:07
