LEBANON TOWN BOARD MEETING – LEBANON TOWN OFFICES THURSDAY, MARCH 24, 2011 2:30 p.m. to 7:54 p.m. MINUTES Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and LeRoy Tietz, and Clerk Deborah Behl. Pledge: The Pledge of Allegiance was recited. Public Notice: Clerk reported that agendas were posted on March 11 and 12, 2011. Preview Agenda & Public Comment: Agenda approved by consensus. No public comment at this time. Minutes & Treasurer’s Report: MOTION: (Tietz, Fredrick) to dispense with the minutes and Treasurer’s Report. Carried on voice vote. Annual Road Inspection: At 2:40 pm the Town Board and Highway Superintendent Brent Boyd performed the annual inspection of town roads. No official action was taken during this time. Recess Meeting: Road Inspection committee arrived back at the office at 5:25 pm. MOTION: (Fredrick, Tietz) to recess the meeting until 6:00 pm. Carried on voice vote. Reconvene Meeting: The meeting was reconvened at 6:10 pm. Supervisor Tietz joined the meeting at 6:28 pm. Treasurer Schoenike joined the meeting at 7:25 pm. Opening of Highway Bids: Chair apologized for being late due to a County Road O meeting held in Ashippun tonight. Chair opened the sealed highway bids and read them into record. A summary bids received is attached. Results of Annual Road Inspection: Chair reported that they drove and inspected all the town roads. Contracts for Roadwork: Chair stated that the board will review the proposed road projects and budget constraints at the April 7, 2011 Board Meeting. Boyd will check on references for the contractors. Contracts may be awarded at that time. Chair also stated that for anyone doing the seal coating work, it must be completed by July 31, 2011 or a penalty will be assessed. All contractors in attendance agreed. Operator License: MOTION: (Frederick, Wilson) to approve the Operator License for Wesley F. Braunschweig for the period ending June 30, 2011. Carried on voice vote. Operator License: MOTION: (Frederick, Wilson) to deny the Operator License for Amy J. Burns based on the results of her background check and her falsification on the application. Carried on voice vote. Board Member Reports: Wilson has submitted the annual Recycling Grant Application. The special Board meeting scheduled for April 20 will be changed to April 21 because of the Wis Towns Association county unit meeting scheduled for the 20th. Monroe Road Project – Another public hearing on the CDBG Monroe Road project is scheduled for Thursday, April 7, 2011 at 7:00 pm (prior to our normal monthly meeting at 7:30). Boyd received a request from the Hildebrandt family of County Road R, Hustisford, that in case of wet weather, to use the station/office parking lots for parking with shuttle service for the June 26 Dodge County Dairy Breakfast which will be held at their farm. Consensus of Board was to allow this. Boyd explained loader problems. Put on next agenda. Additional Monthly Bills: Additional bills for the month were reviewed. MOTION (Fredrick, Wilson) to pay bills, including in the amount of $16,568.82. Carried by voice vote. Adjournment: MOTION (Tietz, Fredrick) to adjourn. Carried.
