LEBANON TOWN BOARD MEETING
LEBANON TOWN OFFICES
THURSDAY, June 3, 2010 7:34 p.m. to 10:23 p.m.
MINUTES
Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and
LeRoy Tietz,
Clerk Deborah Behl, Treasurer Jon Schoenike.
Pledge: The Pledge of Allegiance was recited.
Public Notice: Clerk reported that agendas were posted on May 27 &
28, 2010.
Public Comment: None at this time.
Preview Agenda: Add to the agenda: Parking on Smith Road; and
Upcoming Smoking Ban. Agenda approved by consensus.
Minutes: MOTION (Fredrick, Tietz): To approve the May 6, 2010 board
minutes as distributed. Carried on voice vote.
Treasurer’s Report: MOTION (Wilson, Tietz): To approve the
Treasurer’s Report. Carried.
Police Report: Officer Ryan Toellner presented monthly police report
which is on file. Officer Toellner was asked to investigate the
parking situation on Smith Road north of Specialty Cheese.
Fire Department: Fire Chief Brent Boyd reported:
- Update on cistern project. Deed was researched and nothing was ever
recorded on the property records. Negotiations will continue.
- Twelve sets of turnout gear were purchased
- Several new members have finished their classes and several more
will start soon.
Highway Superintendent: Brent Boyd, Highway Superintendent reported:
- Opened Monroe Road last week
- County will be out next week to inspect culvert on Wiley Road
- Annual bridge inspection report noted a problem with concrete
flaking off the side of the Highview Road River Bridge. Brent will
contact the county regarding the possibility of the state repairing
this when they are in the area.
- Brent will have new signs made for Highview Road River Bridge per
section 5.03.020 Town of Lebanon Code of Ordinances.
- State Department of Commerce has denied our request for a Community
Development Block Grant – Emergency Assistance Program to help with
the Monroe Road project. Town of Ashippun desires to go ahead with
the project. Lebanon will help with the manpower and equipment.
Ashippun will pay for all materials.

Planning Committee and Land Use Issues: a. & c. Dodge County
notified us of an upcoming public hearing on a proposed amendment to
the Dodge County Year 2030 Comprehensive Plan regarding changing a
parcel in Section 26 Town of Lebanon from Agriculture to General
Residential. Chair left a message for the new owner of this property
asking him to attend the Board meeting tonight to explain their
intentions. No one came. MOTION (Fredrick, Wilson): To recommend to
the County to lay over the requested change to the 2030 Comprehensive
Plan regarding the property at N844 Highview Road. Carried on voice
vote without negative vote.
b. State Department of Health has received an application for a CBRF
at N844 Crawfish Road. As part of the process, the Town is requested
to complete a Hazards Identification Study for the site. Suggestions
were made by the Board and the Chair was instructed to complete the
study.
Park Committee: Leroy Tietz of the Park Committee reported:
- A new scoreboard donation sign was placed on the old ball shanty.
- Experiencing more lawn mower problems.
- Discussion has begun on shelter curtain styles.
- The Historical Society has agreed to purchase flags for Trechel Park
for 2 years.
Collection Site Hours: Discussion on having our Recycling Center and
Collection Site open on a weekday night. Decision was made to have
the center open from 5:00 pm to 7:00 pm on a trial basis during the
summer months starting Thursday, June 17, 2010.
Outdoor Wood Burners and Burn Barrels: Some discussion held. Table
to July meeting.
Temporary Class “B” Beer (Picnic) License: Motion (Fredrick, Wilson):
To approve a Temporary Class “B” Beer (Picnic) License for the
Lebanon Band for Wednesday, June 16, 2010, at N2025 County Road R,
Lebanon Firemen’s Park – East side beer stand near band shell, Lester
Nass, agent. Carried on voice vote without negative vote. Motion
(Fredrick, Wilson): To approve appointment of Lester Nass as agent
for the Lebanon Band. Carried on voice vote without negative
Board Member Reports:
- Fredrick reported that there will be an informational meeting on the
Hoard Road Bridge project on Thursday, June 17, 2010 at 7:00 pm.
- Letter reviewed explaining new FDA requirements regarding cigarette
vending machines licensing in bars.
- We need to have “No Smoking” signs in all our public buildings.
- Dodge County is sponsoring a Clean Sweep program on September 17 &
18. Todd Wilson volunteered to be our local contact person.
Monthly Bills: Bills for the month were reviewed. MOTION (Fredrick,
Wilson): To pay bills in the amount of $26,845.71. Carried on voice
vote.
Adjournment: MOTION (Wilson, Tietz): To adjourn. Carried.
