FEBRUARY BOARD MINUTES 1. Lebanon Town Board met on Thursday, February 5, 2009, for the Monthly Board Meeting, at 7:30 o’clock P.M. at the Town Offices, Lebanon. Present were the Chairman, Lohny Fredrick, who called the meeting to order, the Supervisors, Todd Wilson and LeRoy Tietz, Clerk Dorothy Kuehl and Treasurer Jon Schoenike. 2. Pledge of Allegiance was led by the Chairman. 3. The Clerk verified the posting of the agenda on Tuesday February 3, 2009, at the Lebanon Town Offices, R-Station, Universal Co-op, Lebanon Post Office. Not posted at the Recycling Center and no longer at the Bank and also faxed to the Daily Times. 4. The Chairman previewed the agenda and will take a temporary Class B license application. Correspondence will be taken under Board Member reports. Humane Society contract has been received. No public input. 5. MOTION WAS MADE BY WILSON AND SECOND BY TIETZ TO APPROVE THE MINUTES FOR JANUARY AS MAILED. M. C. 6. The Treasurer’s report was read by Treasurer. MOTION WAS MADE BY TIETZ AND SECOND BY WILSON TO ACCEPT THE TREASURER’S REPORT AS READ. M. C. 7. The Police Report was not received at this time. 8.b. Land Division Officer Dave Gettelman reported that he has two applications in the works that the planning committee will be looking at. 8.a. The Board talked about a change to the last revision of the minor land division ordinance that was enacted in 2007 on size in lots. MOTION WAS MADE BY TIETZ AND SECOND BY FREDRICK TO REVISE THE REVISION OF L-07-G, ONLY CHANGING THE BUILDINGS IN SQUARE FEET TO 1200 IN REQUIRING AN ADDITIONAL 4 ACRES TO LOT SIZE, EFFECTIVE FEBRUARY 5, 2009, AS PER ATTACHED. M. C. 7. The Police report was received for December and January from Officer Beal. 12. Patrick Ireland from the Lebanon Sanitary District No. 1 was present and discussed the closing of the loan, the project is all complete. Max Grosenick has retired from the Board of Commissioners. MOTION WAS MADE BY FREDRICK AND SECOND BY WILSON TO APPOINT SCOTT BILGRIEN AS THE NEW COMMISSIONER FOR THE SANITARY DISTRICT #1, REPLACING MAX GROSENICK. M. C. The Clerk swore in the new Commissioner. 9. The National Flood Insurance Program was not discussed as the Town is covered under the County. 10. Highway Superintendent Brent Boyd gave his report. He will be sending out the bid proposals for the road work and will have the bid opening at the March meeting, receiving by 7:30 p.m. and opening at meeting. We have used 225 ton of salt this year. Brent has talked to Wesley Braunschweig on his driveway. Ben and Brent will be going to Mine Safety Seminar. The unit #1 broke down and had to be repaired. The Board and Brent talked about the next truck purchased and Brent will look at some numbers to review a proposal. The new lights under program will wait one month and also talked about the radios needed. They will do brushing when they have time. FEBRUARY BOARD MEETING CONTINUED PAGE 2 11. Put Town of Emmet on the next agenda for the Fire Dept. Contract and Driveway Ordinance as Bill Nass is on a trip. 13. No Park Committee meeting, but Brent Boyd talked about the Shelter Project. We will have a Lebanon baseball team this year and the scoreboard was also discussed. Ben reviewed the new forms to be used for rentals. 14. A proposal was received from Dodge County Humane Society, as also the Watertown Contract. Discussion was held and a decision will be made at the next meeting. 16. MOTION WAS MADE BY FREDRICK AND SECOND BY WILSON TO APPROVE THE TEMPORARY BEER LICENSE FOR THE LEBANON VOL FIRE DEPARTMENT FOR 2-21-09 FOR A POOL TOURNMENT TOGETHER WITH THE SPORT HAUS AT THE FIRE STATION. M. C. A lands meeting will be at Juneau on February 25th and all will try to go and meet with the Planning Committee to review at their next meeting. 15. The Board reviewed the bills for February. MOTION WAS MADE BY WILSON AND SECOND BY FREDRICK TO APPROVE THE BILLS FOR FEBRUARY AS PRESENTED. M. C. 16. Schoenike reported his trouble with his printer and getting a zip drive and the Board approved getting what he needs. 14. MOTION WAS MADE BY FREDRICK AND SECOND BY TIETZ TO ADJOURN AT 10.36 P. M. M.
