December 1, 2005 Town Board Meeting
DECEMBER BOARD MINUTES
1.Lebanon Town Board met on Thursday, December1, 2005, for the
Monthly Board Meeting, at 7:30 o’clock P.M. at the Town Offices,
Lebanon. Present were the Chairman, Lohny Fredrick, who called the
meeting to order, the Supervisors, Todd Wilson and LeRoy Tietz, Clerk
Dorothy Kuehl and Treasurer Jon Schoenike.
2.The Pledge of Allegiance was led by the Chairman.
3.The Clerk verified the posting of the agenda on Monday November
28th at the Lebanon Town Offices, Lebanon Post Office, Town and
Country Bank, R-Station, Recycling Center and Universal Co-op. It was
also faxed to the Times.
4.The Chairman previewed the agenda and Tietz reported that Attorney
Chapman for Heinlein had contacted him and wanted to meet with him but
he told him that he should present any proposal to the full Board.
Wilson reported that he had documents for Sanitary Dist # 1 to present
and a Resolution to be passed, which will be put on the next meeting
agenda. Also the Fire Dept. Board would like to meet with the Town
Board which they can do later in the meeting.
5.The Clerk read the minutes as the Board received them late. The
Clerk said to amend the minutes by adding a line for # 11, Resolution
L-0004-D, Minor and Major Land Division Fees, as read and the Board
decided to leave as is. MOTION WAS MADE BY FREDRICK AND SECOND BY
WILSON TO APPROVE THE MINUTES AS READ AND AMENDED TO ADD LINE 11.

6.The Treasurer read the Treasurer’s report. MOTION WAS MADE BY
FREDRICK AND SECOND BY WILSON TO ACCEPT THE TREASURER’S REPORT AS
READ. M.C.
7.The Police Report was received from Officer Beal. The Board talked
about speeding complaints and the Officers varying the hours worked.
The guard rail damage bill was discussed and also stray dogs were
talked about.
8.a. Board reviewed the CSM for Lebanon Sanitary Dist. #2. MOTION
WAS MADE BY FREDRICK AND SECOND BY TIETZ TO APPROVE THE CSM FOR
LEBANON SANITARY DISTRICT #2. M.C.
8.b. Land Division Officer Ben Gomez was present and reported that a
letter was received from Mark Neumann dated 11-3-05, which was read by
the Chairman. Mr. Neumann is withdrawing his request. Gomez
reported a busy year as the Committee had 12 requests about double
last year. The Committee needs a replacement member and the Board
may act on it at the next meeting.
9. Highway Superintendent, Brent Boyd’s gave his report. The
guard rail was damaged on Davidson Road in an accident and the repair
bill was discussed. The bill will be sent to the driver. Brent has
been working on the sign grant and the Board discussed it. The
problem with the Morningside Road culvert was updated. The truck
repair is completed and now they had trouble with unit #2. Members of
the Fire Department Board were present and Brent reported on their
maintenance budget which is at $18329.00 and $9000.00 over the budget.
Discussion was held and the Board is considering help with the over
budget maintenance at the next meeting.
12. There is no Park Committee report.

13. The Board set December 14th for the second meeting at 7:00 p.m.
14. Forms for the Grant applied for by the Lebanon Sanitary Dist. #1,
were reviewed by the Board and signed. The Resolution needed is to be
put on the next meeting agenda.
10.The Board reviewed the bills. MOTION WAS MADE BY WILSON AND
SECOND BY FREDRICK TO PAY THE BILLS FOR DECEMBER AS PRESENTED. M.C.
11. Resolution L-2005-F, Transfer of Funds in 2005 Budget will be
postponed to the second meeting in December.
15.MOTION BY WILSON AND SECOND BY TIETZ TO ADJOURN AT 10:14 P.M.

1.The Town Board also met on Wednesday December 14, 2005 at the Town
Offices. All were present and Chairman Fredrick called the meeting to
order.
2.The Pledge of Allegiance was led by the Chairman.
3.The Clerk verified the posting of the agendas on Monday, December
12, 2005 at all places as listed and also faxed to the Daily Times.
4.MOTION WAS MADE BY WILSON AND SECOND BY TIETZ TO DISPENSE WITH THE
MINUTES AND TREASURER’S REPORT. M.C.
5.The Board reviewed the per diem reports. MOTION WAS MADE BY
FREDRICK AND SECOND BY TIETZ TO APPROVE THE PER DIEMS OF 4 FOR KUEHL,
6 FOR SCHOENIKE, 24 FOR WILSON 25 FOR FREDRICK AND 32 FOR TIETZ. M.C.
MOTION WAS MADE BY FREDRICK AND SECOND BY WILSON TO APPROVE THE PER
DIEMS OF 31 FOR GOMEZ, 28 FOR BERO, 8 FOR W. KUEHL, 8 FOR S. THEDER,
12 FOR FEUCHT, 11 FOR MAASS, 9 FOR BEDFORD, 10 FOR D. THEDER, 11 FOR
UECKER. M.C.
6. a. The Board reviewed the CSM for the Beavers. MOTION WAS MADE
BY FREDRICK AND SECOND BY TIETZ TO APPROVE THE CSM FOR BEAVERS ON
TRESTLE ROAD. M.C.
7.Resolution L-05-G, Authorizing and Cooperative Agreement for the
Grant was read. MOTION WAS MADE BY FREDRICK AND SECOND BY TIETZ TO
APPROVE RESOLUTION L-05-G, AUTHORIZING AND COOPERATIVE AGREEMENT FOR
LEBANON SANITARY DISTRICK #1 AS PER ATTACHED. M.C.
8. MOTION WAS MADE BY FREDRICK AND SECOND BY WILSON TO APPROVE THE
WATERTOWN HUMANE SOCIETY CONTRACT. M.C. MOTION WAS MADE BY TIETZ AND
SECOND BY FREDRICK TO GIVE THE FIRE DEPARTMENT $5000.00 TOWARDS THEIR
MAINTENANCE OVERRUN. M.C.
9. MOTION WAS MADE BY FREDRICK AND SECOND BY WILSON TO APPROVE THE
OPERATORS LICENSE FOR RHODA M. MAY. M.C.
10.The Board reviewed the additional bills. MOTION BY FREDRICK AND
SECOND BY WILSON TO APPROVE THE PAYING OF THE BILLS AS PRESENTED.
