LEBANON TOWN BOARD MEETING

Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and
LeRoy Tietz,
Treasurer Jon Schoenike, and arriving late Clerk Deborah Behl
Pledge: The Pledge of Allegiance was recited.
Public Notice: Chair verified that agendas were posted on July 30,
31, August 3 and on August 4, 2010 they were revised adding item
number 11c.
Public Comment: None at this time.
Preview Agenda: Add: discussion of trucking complaint under item #18
Board Member reports.
Minutes: MOTION (Wilson, Tietz): To approve the July 1 Board minutes
as distributed. Carried on voice vote.
Treasurer’s Report: MOTION (Fredrick, Wilson): To approve the
Treasurer’s Report. Carried.
Planning Committee and Land Use Issues: Mary Welles of the Planning
Committee presented issues for discussion with the Town Board. It was
decided that the Town Board will meet with the Planning Committee on
August 24 at 7:00 pm to discuss updates to the Town ordinances to
support the Comprehensive Plan.
Fire Department: Fire Chief Brent Boyd reported:
- on their 2nd Quarter fundraising report. It will be placed on
file.
- Cistern electrical work has been completed.
- Some maintenance work was done on the sirens.
- Siren controllers will need to be replaced by 2011. Brent will get
quotes.
- Inquiry was made about serving mixed drinks at the picnic.
Wilson reported that insurance has been placed on the new ambulance
and that insurance will be removed from the old ambulance on August
14th after the changeover.
Highway Superintendent: Brent Boyd, Highway Superintendent reported:
11c. Hookstead driveway permits – hold till later in the meeting
because Mr. Hookstead is not here.
11b. Flooding update:
- Water level on Monroe Road dropped one foot, but the road is still
closed.
- Upham has been closed for two weeks and remains closed.
- Many complaints about the water level have been received. Chair is
working on establishing a monitoring station.
11a. Wiley Road culvert: water too high to replace the pipe. Added
blacktop as a temporary fix.
11d. Other issues:
- New dump truck will be delivered week of August 9th.
- Single axle truck (Unit I) was sandblasted and is being painted up
in Beaver Dam. Unit II is next in line.
- Trucking complaints were discussed. Fredrick reported that Curt
from the blacktop asphalt plant just to our north stated that their
trucks will no longer be going through Lebanon on County R.
- Wilson requested a “Dead End” sign be placed on Thrush by Bluebird
Road and also some sort of sign at the end of Thrush Road. Brent was
instructed to take care of this.
Clerk Deborah Behl arrived at 8:15 pm.
Police Report: Officers Dave Beal and Jamie Buelter presented the
monthly police report which is on file. Complaint has been received
about parking in the no parking area across from the Farmer’s Market.

Park Committee: No report.
Schilling Letter of Intent: Mr. Schilling called Chairman Fredrick
regarding this issue. Fredrick explained the proper procedure for a
land division in the Town of Lebanon. Owner has since contacted our
Land Division Officer, therefore it is expected that this issue will
be taken up at a later date. MOTION (Fredrick, Tietz): to recommend
to the county to layover the letter of intent application from Robert
Schilling until such point that the Town receives the proper
application for land division. Carried on voice vote without
negative vote.
Outdoor Wood Burners and Burn Barrels: Tabled.
Temporary Class “B” Beer (Picnic) License Lebanon Band: Motion
(Wilson, Fredrick): To approve a Temporary Class “B” Beer (Picnic)
License for the Lebanon Band for the concert on Wednesday, August 11,
2010, at N2025 County Road R, Lebanon Firemen’s Park – East side beer
stand near band shell and to approve Lester Nass as agent. Carried on
voice vote without negative vote.
Operator’s License Renewals: MOTION (Fredrick, Tietz): To approve
Operator’s License Renewal for the term of one year from July 1, 2010
through June 30, 2100 for Christoph J. Walters. Carried on voice vote
without negative votes.
Board Member Reports:
- Question raised as to how long are we going to keep the collection
site open on Thursday nights. Consensus to keep Thursday night hours
through the month of September.
Hookstead Driveway Permits: MOTION (Fredrick, Wilson): To approve
Hookstead driveway permits with the conditions:
1. sizes as follows: Wiley Road: 575’ north of intersection of Wiley
& Morningside, West side of road, pipe 15”x40’ with apron end walls.
Morningside Road: 1056’ west of intersection of Wiley and
Morningside, North side of road, 24”x40’ pipe with apron end walls,
2. material requirement of steel per our ordinance, and
3. they are installed per specifications from the Highway
Superintendent.
Carried on voice vote.
Monthly Bills: Bills for the month were reviewed. MOTION (Fredrick,
Tietz): To pay bills in the amount of $99,395.23. Carried on voice
vote.
Ammendment to Lebanon Sport Haus License: MOTION (Fredrick, Wilson):
To table this item because no formal written application for amendment
was received. Carried on voice vote.
Adjournment: MOTION (Wilson, Tietz): To adjourn. Carried.
