LEBANON TOWN BOARD MEETING
LEBANON TOWN OFFICES
THURSDAY, April 1, 2010 7:30 p.m. to 10:15 p.m.
MINUTES
Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and
LeRoy Tietz, Clerk Deborah Behl, Treasurer Jon Schoenike.
Pledge: The Pledge of Allegiance was recited.
Public Notice: Clerk reported that agendas were posted on March 27,
2010 at all places except the Co-op which was posted on March 29,
2010.
Public Comment: None at this time.
Preview Agenda: Census update added to agenda. Agenda approved by
consensus.
Minutes: MOTION: (Wilson, Tietz) to approve the March 2010 Board
minutes as distributed. Carried on voice vote.
Treasurer’s Report: MOTION: (Fredrick, Wilson) to approve the
Treasurer’s Report. Carried on voice vote.
Police Report: Officer Beal presented monthly police report which is
on file.
- Chair requested Officer Beal to tabulate the number of police
calls to each of our establishments that hold liquor licenses and
bring that information to our May Board meeting.
Planning Committee and Land Use Issues:
- No planning committee/Land Division Officer report.
- Board reviewed land use permits and other correspondence from the
County.
- Officer Beal was asked to check if people are residing in Ulik
outbuildings on County R (end of Cana Road).
Fire Department: Fire Chief Brent Boyd reported:
- Quarterly Fundraising Report
- Working on expenditures for DNR Grant
- Three people currently in the firefighter class
Highway Superintendent: Brent Boyd, Highway Superintendent reported:
- application for driveway permit at N458 Scofield Road. MOTION:
(Fredrick, Wilson) to approve the driveway permit for Russell Tietz on
Scofield Road waiving the 300 foot requirement between driveways.
Motion carried on voice vote with Tietz abstaining.
- Still no decision received to date on CDBG for Monroe Road Project.
- Problem with Wiley Road culvert in the marsh. It will be looked at
it more closely after the water level goes down.
- Salt bids should be coming in soon. Need to decide on requirements
for 2010/2011.

Highway Superintendent – continued:
- Bids requests for roadwork have been sent out and published for the
opening on April 21 at 7:00 pm.
- Items sold on the Lebanon Sportsman’s Auction: 1973 Oshkosh Truck
$4500, V-plow $250, Cash Register $30, Firewood from the park
$400, Basketball hoops $20. The Sporstman’s Club waived all
sellers’ fees for the Town.
- Price on painting the undercarriage of Unit I $3700 and Unit II
$3000. Board consensus that this needs to be done but wait for final
decision until May.
- Sale of cement fuel berm – too late for this syrup season – maybe
next year.
- New truck – waiting for plow to be mounted – looking at July
delivery.
Park Committee: Leroy Tietz of the Park Committee reported:
- Door project on the south end of hall is finished.
- Larry Uttech will be the person in charge of collecting money at the
ball games. He will meet with the Treasurer to establish proper
procedures.
- Request to put flags back up in Trechel and Firemen’s Parks.
Operator Licenses: MOTION: (Frederick, Wilson) to approve Operator
License for Jessica M. Wagoner for the period ending June 30, 2010.
Carried on voice vote. MOTION: (Tietz, Wilson) to approve Operator
License for Lohny A. Fredrick, pending satisfactory background check,
for the period ending June 30, 2010. Carried on voice vote with
Fredrick abstaining.
Resolution L-10-D Employee Compensation: MOTION: (Fredrick, Wilson)
to adopt Resolution L-10-D Employee Compensation. Carried on voice
vote with no negative votes.
Resolution L-10-E Alternate Board of Review Members: MOTION:
(Wilson, Tietz) to adopt Resolution L-10-E Ordinance to Appoint
Alternate Members for Board of Review: Jon Schoenike, Robert Beaver,
Kim Budewitz, and Glenn Welles. Carried on voice vote with no
negative votes.
Operator License Application Form: Table to April 21st meeting.
Discussion on Outdoor Wood Burners and Burn Barrels: Wilson presented
a sample ordinance he obtained from the DNR. Brief discussion was
held. Discussion will be continued at the April 21st Board meeting.
A public hearing will need to be scheduled prior to adoption.
Review of Town Fees Charged: Clarification on the fee for a six month
alcoholic beverage license. Per Resolution L-09-G, the fee for a six
month license is $10.00. Per State Statute, the fee for a six month
license shall be one-half the cost of a normal Class “B” license for
one year.
Therefore, it was the consensus of the Board that the cost of the
upcoming six month license will be $5.00 plus the required publishing
fees.
Fees and ordinances in our Ordinance Book will be reviewed and
revised as needed.

Review of Town Attorney Contract:
- Chair stated that we do not have a contract with Attorney Plier.
- Chair asked to table this issue until July because of current
lawsuit against town.
- Board requested Chair to get an update on legal issues from Plier
for the May meeting.
State Trust Fund Loan: Resolution L-09-M established our State Trust
Fund loan request at $330,000.00. Actual amounts needed:
Truck/snowplow $166,750, Ambulance $56,850, Balance of present loan
$80,938. It was Board consensus to make the final request for the
State Trust Fund Loan $305,000.00 which includes the refinancing of
the present loan. Chair thanked the EMS for contributing more that
half towards the purchase of the new ambulance.
Board Member Reports:
- Clerk reported receiving calls about not receiving census forms.
Our area Census Representative will bring us blank forms on Monday, so
they will be available here at the Town Office for a limited time.
- Clerk reported that we now have an e-mail address:
lebanon@netwurx.net
- Chair will attend Town Lawyers conference on April 30, 2010 in
Madison.
- Clerk reported that she held two sessions of training for our
election inspectors.
- Clerk reported our TSX voting machine has been repaired under our
service contract and will be in service at the Spring Election.
- Treasurer reported that 15 cats and 84 dogs were serviced at the
recent Rabies Clinic in Lebanon.
Future Agenda Items:
- Ordinance Book – Officer Beal should select a few ordinances to
start with as priority items.
- Approve per diem sheets at 3:00 on April 21, 2010.
Monthly Bills: Bills for the month were reviewed. MOTION (Fredrick,
Wilson) to pay bills in the amount of $29,765.33. Carried by voice
vote.
Adjournment: MOTION (Tietz, Wilson) to adjourn. Carried.
