Pledge: The Chairperson Lohny Fredrick led the Pledge of Allegiance
and thanked everyone for coming. Twenty Electors and two Guests were
present.
Public Notice: Clerk verified that notices were posted at all the
usual places and also published in the Watertown Daily Times on March
31, 2010.
Minutes: MOTION: by Lohny Fredrick, second by LeRoy Tietz to
approve as read the minutes of the April 14, 2009 annual town meeting
and the November 19, 2009 special town meeting. Motion carried on
voice vote.
Fire Department: Fire Chief Brent Boyd reported the Lebanon Fire
Department had 35 calls in 2009. Thirteen of these were mutual aid
calls. They have 35 active firefighters, of which 3 are new, and 10
support members. Chief Boyd outlined the purchases that were made
with the DNR grant amounting to $6,410.00. Fire Department fund
raising efforts for 2009 were the ball field concession stand, the
fall raffle and the annual firemen’s picnic. Total raised was
$44,487.04 of which $40,000.00 was put into the Vehicle Replacement
Fund.
EMS: EMS Captain Chris Walters reported that the EMS service had 158
calls in 2009 with 50 of these being in the Town of Lebanon. They
currently have 21 members and are presently working on training to
become Advanced EMTs to upgrade the service to the next level. A new
ambulance has been ordered, a 2010 Ford F450 4x4 with a MedTec body,
at a total cost of $158,688.00 less $9,500.00 trade-in allowance, with
a delivery of June 1st. Chairperson Fredrick thanked the EMS for
contributing $94,000.00 towards the purchase of the new ambulance.
Police: Assistant Chief Ryan Toellner of the Emmet-Lebanon Police
Department distributed copies of their 2009 annual report, copy
attached, listing the various types of calls they responded to. He
emphasized that it is their mission to provide quality service to
residents in a professional manner. Hours worked in 2009 totaled
1,575.50. Officer Toellner reminded residents of the non-emergency
numbers to call in addition to 911. A new 2010 Crown Victoria police
interceptor was purchased to replace the 2004 unit. Patrol time is
split approximately 50/50 between the two towns. A new Taser unit was
purchased with donations from the Lebanon Lions Club and the Lebanon
Fire Department.
Historical Society: Leonhard Staerk of the Lebanon Historical society
presented their report, copy attached. Their museum is open the first
Sunday of the month from May through October.
Lebanon Band: President Wayne Schliewe of the Lebanon Band thanked
the Town and the Board for their continued support. Since this will
be the 120th year of the existence of the Lebanon Band, a celebration
is being planned for fall. This will be the 10th year that they will
march at Germanfest in Milwaukee and they have been asked to lead the
parade. That is the largest audience they play for during the year.
Chairman Fredrick thanked band members for their dedication.
Parks: Park caretaker Ben Tietz gave the park report. The new Park
Pavilion was completed in 2009 and is all paid for. Total cost of the
project was $148,153.21. Donations amounted to $98,189.83 plus many
hours of donated labor. Some type of curtain system will be placed on
the sides in 2010. Chairman Fredrick thanked all for their donations
and hard work on the shelter project. Larry Uttech and Brent Boyd
were commended for their leadership on this project. A new hardball
team, the Lebanon Whitetails, saw action at the park this year. A new
scoreboard purchased with donations was put in place. The Park
hosted: 5 grade school softball games, 15 hardball games, the
All-Star game, 14 Wednesday nights of softball, volleyball, and
horseshoes, 2 SWABA games, 3 Lions Bingo events, 3 band concerts, EMS
brunch, Historical Society Chili Dinner, Lions Easter Egg Hunt,
Lebanon Firemen’s Picnic, 5 weddings and many other events.

Sanitary District #1: Commissioner Pat Ireland of Lebanon Sanitary
District #1 reported that their plant is running fine. He urged all
to update their water softeners if possible.
Planning: Mary Welles of The Planning Committee reported on their
year. They heard five land division requests and one zoning change
request. They continue meeting with the Town Board on updating
ordinances. They are looking for two new members.
Annual Financial Report: The Clerk reviewed the 2009 Annual Report.
Correction to the published annual report: Actual Total Public
Charges for Services should be $21,417.53. Expenditures exceed
revenues by about $40,000.00. This was due mostly to park pavilion
donations received in 2008 and spent in 2009. MOTION: by Allen Behl
and second by Mary Welles to accept the annual financial report as
presented with the one correction. Motion carried on voice vote.
Highway: The Hoard Road Bridge over the railroad is scheduled for
replacement in 2011. Delivery was taken of the chassis for the new
snowplow. The new tandem truck will be set up identical to our
current truck. The 1973 Oshkosh truck was sold on the Sportsmen’s
auction for $4,500 plus $250 for the V-plow. A Community Development
Block Grant was submitted for the proposed Monroe Road joint project
with the Town of Ashippun.
Flooding: Chairman Fredrick would like to see a monitoring station
installed on the river at one of the bridges in Lebanon. This would
give us the data needed to hopefully identify the causes of the
flooding.
Salary Review: Chairman Fredrick appointed a Salary Review Committee
consisting of Leonhard Staerk, Lawrence Grosenick, and Stanley Meyer
to review elected official salaries and bring their proposals to the
Town Budget meeting in November.
Lions Club: Keith Schmidt of the Lebanon Lions Club reported that new
Christmas decorations for the Town have been purchased. About half
will be replaced this year and they will also put some up in the Sugar
Island area. New members are always welcome.
Other Business:
Deborah Behl has been appointed to fill the remainder of Dorothy
Kuehl’s term. Kim Budewitz was introduced as the newly appointed
Deputy Clerk.
Glenn Welles reported that a group is working to cleanup the entire
length of the Rock River. See www.rockriversweep.org for details.
