LEBANON TOWN BOARD MEETING - LEBANON TOWN OFFICES THURSDAY, APRIL 26, 2012 7:35 pm to 9:47 pm MINUTES page 1 of 2 Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and LeRoy Tietz, Treasurer Jon Schoenike, and Clerk Deborah Behl Pledge: The Pledge of Allegiance was recited. Public Notice: Clerk verified that agendas were posted on April 19, 2012. Public Comment: None at this time. Minutes & Treasurer’s Report: MOTION: (Wilson, Tietz) to dispense with the Minutes and Treasurer’s Report. Carried on voice vote. Agenda: Agenda approved by consensus. Review and Approve per Diem and Expense Reports: MOTION (Fredrick, Wilson): to approve the expense reports for Schoenike and Behl and to approve their per diems as follows: Behl – 14 and Schoenike – 2. Carried on voice vote with no negative votes. MOTION (Fredrick, Tietz): to approve the per diems as follows: Fredrick – 15, Wilson – 24 Tietz – 14, and their expense reports. Carried on voice vote with no negative votes. Operator License: MOTION (Frederick, Tietz): to approve an Operator License for Suzanne M. Pieper for the period ending June 30, 2012. Carried on voice vote with no negatives. Robert Beaver CSM: MOTION (Fredrick, Tietz): to approve the CSM for Robert Beaver of N2157 Trestle Road, Section 5, making a 13.5 acre parcel and a 16.1 acre parcel. Carried on voice vote with no negative votes. Baptist Cemetery on R: Gene Batzler of N614 County Road R requested to purchase an eight foot strip of land along the south property line of the Baptist Cemetery on County Road R. Batzler has his property at N622 County Road R up for sale (parcel #026-0916-2931-004), but it has a shared driveway with the cemetery with only about six feet of the current driveway actually on his property. According to Wis. Towns Assoc. attorney, town electors have to provide authorization for the sale of land and then the town board may go ahead and sell it. Concerns raised include: - Batzler would like this done ASAP - Cost of scheduling a special meeting of the electors, i.e. publishing, per diems, etc. - Possible future cost of a new driveway for the Baptist Cemetery parcel #2931-003. - Unmarked grave sites in the area to be sold or in the area for a new driveway. Fredrick will talk to the county about the driveway situation. Clerk will put scheduling a special meeting of the electors for the sale of land on the May 1st agenda. Hoard Road Railroad Bridge: Fredrick reported that the project seems to moving along very fast. Decking will start soon. Fredrick will schedule a meeting in Lebanon for all interested parties in May. Union Cemetery: Boyd has a folder on the Union Cemetery on County Road ME in which concerns about the north entrance and suggestions for repairs go back to 2002. In a letter received from Ed Raether, he would like to raise money for a project fixing the steps and gate on the north side of the cemetery. Fredrick will contact Raether to tell him to proceed and to bring a proposal to our next town meeting. Old Lebanon Unsightliness: Progress is expected on the Strieter property. He has agreed to pay for moving the street light pole in order to finish his driveway. The property should look better once the construction project is completed. In another matter, Fredrick will contact the owner of the junk business signs to inform him of the county rules regarding signs. Board Member Reports: - Wilson stated that the Recycling Grant has been received and is about the same amount as last year. - Fredrick reported that Wendell Kuehl has resigned from the Planning Committee. Suggestions for his replacement were given to the Chairman. - Schoenike stated that the annual Farm City Day will be held at the Hildebrandt farm on County Road R on Thursday May 3, 2012. We have been asked if they could park school buses on the station lot during the day. Consensus of Board to allow. - Behl reported receipt of notification that municipal sludge will be spread on the Elmer Lauersdorf farm on County Road MM, Sections 11 & 12. - Behl reported that Universal Cooperative has received conditional approval from the State on their plans for a Scale House and for a Storage Building. - Schoenike reported on a Dodge County Humane Society presentation at the WI Towns Assoc. County Unit meeting. An annual flat fee system is being proposed. Additional Monthly Bills: Additional bills for the month were reviewed. MOTION (Fredrick, Wilson): to pay bills, including already approved per diems and officer expense reports, in the total amount of $41,261.76. Carried on voice vote with no negative votes.
