LEBANON TOWN BOARD MEETING LEBANON TOWN OFFICES THURSDAY, February 4, 2010 7:35 to 9:44 p.m. MINUTES Members Present: Chair Lohny Fredrick, Supervisors Todd Wilson and LeRoy Tietz, Clerk Deborah Behl, Treasurer Jon Schoenike. Pledge: The Pledge of Allegiance was recited. Public Notice: Clerk reported that agendas were posted on February 1, 2010. Public Input: Todd Wilson reported on status of Lebanon Sanitary District #2. Another LHMSD #2 commissioner is leaving. LHMSD #2 will soon become a utility district. Todd will attend meeting of LHMSD #2 on February 24, 2010. Preview Agenda: Agenda approved by consensus. Minutes: MOTION: (Tietz, Wilson) to approve the January 2010 Board minutes as distributed. Carried on voice vote. Treasurer’s Report: MOTION: (Fredrick, Tietz) to approve the Treasurer’s Report. Carried on voice vote. Police Report: Officer Beal presented monthly police report which is on file. - Reports of vandalism to vehicles at the Roadhouse. Sanitary District #1: Discussion with Pat Ireland, Commissioner of Lebanon Sanitary District #1, regarding their concern over rising chloride levels. Letter enclosed with recent sanitary bills was meant to encourage residents to look at their softener systems. Much of the salt problem seems to be coming from the cheese factory with whom the commissioners have met. The cheese factory will be making changes to their operations in February which should help with this problem. Sanitary District #1 will continue to monitor the situation and will come back to the Town Board if they need help. Land Division Officer: Nothing to report. Highway Superintendent: Brent Boyd, Highway Superintendent reported: - No decision received to date on CDBG for Monroe Road Project. - Problems with cracking hydraulic lines on the trucks. - Using less salt than last year. - New truck was inspected at Lakeside comparing to specs. - Consensus to list old Oshkosh truck for sale in the WTA newsletter. - Consensus to sell old Oshkosh truck on local Consignment Sale with minimum bid. - Consensus to sell Collection Site cash register on the local Sale with minimum bid. - Consensus to open road bids and to do road inspections in April. LEBANON TOWN BOARD MEETING LEBANON TOWN OFFICES THURSDAY, February 4, 2010 7:35 to 9:44 p.m. MINUTES page #2 Highway Superintendent – continued: - Brent presented copies of Lebanon Fire Dept. annual report (on file). - Brent explained the upgrades proposed for the Fire Dept. cistern located on the east side of the alley near Ivy Street. The Fire Dept. will do the work this year. Cell Phone Tower: Lohny explained the preliminary survey he had received from Hudson Towers, LLC for the cell phone tower they propose to build in the north end of Lebanon Firemen’s Park. Resolution L-10-B to oppose DOR County Assessment Proposal: Tabled. No longer needed since the DOR proposal died in legislature. Resolution L-10-C: MOTION: (Fredrick, Tietz) to adopt Resolution L-10-C Establishing Minimum Number of Poll Workers (attached). Carried on voice vote without negative votes. Park Committee: Brent Boyd of the Park Committee reported: - Tree trimming done at Firemen’s Park. - New doors are here for the Bandshell and for the Hall – south side. Board Member Reports and Future Agenda Items: Jon Schoenike reported that one personal property tax bill was not paid. It’s the Town’s responsibility for collection. Consensus was to not contact an attorney at this time. Owner has disappeared. Watch for bankruptcy action. Monthly Bills: Bills for the month were reviewed. MOTION (Fredrick, Wilson) to pay bills in the amount of $92,821.91. Carried by voice vote. Adjournment: MOTION (Tietz, Wilson) to adjourn. Carried.
