LEBANON TOWN BOARD MEETING

Members Present:  Chair Lohny Fredrick, Supervisors Todd Wilson and
LeRoy Tietz,     
Clerk Deborah Behl

Pledge:  The Pledge of Allegiance was recited.

Public Notice:  Clerk reported that agendas were posted on June 28,
2010.

Public Comment:  None at this time.

Minutes:  MOTION (Tietz, Wilson):  To approve the May 27, June 3, June
17, and the June 24, 2010 Board minutes as distributed.  Carried on
voice vote.

Police Report:  Officer Jamie Buelter presented the monthly police
report which is on file.
 
Treasurer’s Report:  Treasurer Jon Schoenike arrived at 7:43 pm and
presented the monthly Treasurer’s report.  MOTION (Wilson, Tietz):  To
approve the Treasurer’s Report.  Carried.

Planning Committee and Land Use Issues:  County land use permits were
reviewed.
	
Fire Department:  Fire Chief Brent Boyd reported:
	-     The quarterly fundraising report will be presented at the next
board meeting.
-	Update on cistern project.  Now the Fire Dept. Board is looking at
abandoning this cistern and installing a new fiberglass tank
underground at the fire Station.  
-	Applied for DNR grant for sludge pump purchase.
-	Dry Hydrant project on Raether property currently on the back
burner.
-	Chief Boyd and Assistant Chief Grosenick attended the State Chief’s
convention. 
-	In regards to the National Incident Management System (NIMS)
training, all elected officials are required to have this training. 
Fredrick and Wilson need all levels 100, 200, 300, 400,and 700
training.  Tietz has level 100, 200, & 700 and he needs level 300 &
400.  Clerk and Treasurer also need 100, 200, & 700 training.   Fire
Department will be scheduling a class here in Lebanon soon.

Sanitary District #2 Appointment:  MOTION (Fredrick, Tietz):  To
appoint Daniel G. Wildish and Christopher T. Peirick to the position
of Sanitary District #2 Commissioner.  Carried on voice vote. Clerk
administered the oath of office.  Officers of Sanitary District #2 
are President Daniel Wildish, Vice-President Mark Sweeting, Secretary
Chris Peirick, and Treasurer Michael Pease.  Jean Clark is the new
Presidnet of the Hidden Meadows Condominium Association.  Mr. Wildish
gave the board an update on the water system.  Installing a new water
system is on hold because they are unable to obtain any liability
insurance from anywhere.

Mobile Home Park License:  MOTION (Fredrick, Tietz):  To renew the
Mobile Home Park License for Hidden Meadows Condominium Association
for the period July 1, 2010 through        June 30, 2011.  Carried on
voice vote without negative votes.

Highway Superintendent:  Brent Boyd, Highway Superintendent reported:
-	Closed Monroe Road this week again due to high water.
-	Site work has been completed on the Monroe Road project with the
Town of Ashippun.  Approximately 400 ton of gravel was added to raise
the road.  Ashippun will be opening bids for the blacktop portion of
the project.  
-	Ball joint came off pickup truck while in the Station parking lot. 
The truck is just out of warranty.  

Theder Driveway Permit:  This request does not comply with our
ordinance, however it is located in a populated area and it will be a
secondary driveway used infrequently.  MOTION (Fredrick, Wilson) To
approve the permit for an additional driveway for Don Theder at N1760
West Street.  Carried on voice vote.

Resolution L-10-F Wiley Road Culvert Replacement:  MOTION (Fredrick,
Tietz): To appove Resolution L-10-F County Aid Bridge Petition - Wiley
Road Pipe Replacement.  Roll call vote:  Fredrick – aye, Wilson – aye,
Tietz – aye.  Motion carried unanimously.  

Park Committee:  Leroy Tietz of the Park Committee reported:
-	Experiencing more lawn mower problems.
-	All park user fees have been collected.
-	Wilson reported on his progress on designing curtain for the
pavilion.
-	Clerk reported that an archeologist was out this week to take soil
samples at the site of the proposed cell phone tower.

Outdoor Wood Burners and Burn Barrels:  Table to August meeting.

Temporary Class “B” Beer (Picnic) License Lebanon Band:  Motion
(Fredrick, Wilson):  To approve a Temporary Class “B” Beer (Picnic)
License for the Lebanon Band for the concert on Wednesday, July 14,
2010, at N2025 County Road R, Lebanon Firemen’s Park – East side beer
stand near band shell and to approve Lester Nass as agent.  Carried on
voice vote without negative vote.   

Temporary Class “B” Beer (Picnic) License Lebanon Fire Department: 
Motion (Fredrick, Wilson):  To approve a Temporary Class “B” Beer
(Picnic) License for the Lebanon Fire Department for the Lebanon
Firemen’s Picnic July 23-25, 2010, at N2025 County Road R, Lebanon
Firemen’s Park – 3 locations:  North Concession Stand, East side beer
stand, and Park Pavilion, and to approve William B Tietz as agent.
Carried on voice vote without negative vote.

Operator’s License Renewals:  MOTION (Fredrick, Tietz):  To approve
Operator’s License Renewals for the term of one year from July 1, 2010
through June 30, 2100 for the following people:  Carrie R. Butler,
Jennifer D. Tietz, Kelly M. Tietz and Recbecca A. Uecker.  Carried on
voice vote without negative votes.

New Operator’s Licenses:  MOTION (Fredrick, Tietz):  To approve
Operator’s Licenses for the term of one year from July 1, 2010 through
June 30, 2100 pending successful background checks for the following
people:  Shelly M. Bohn, Rebecca A. Butler, Barbara J. Fredrick, and
Andrew J. VonRueden.  

Cigarette License for the Roadhouse:  Tabled until we receive a
correct application.  

Service Provider for Voting Equipment:  MOTION (Fredrick, Wilson):  To
elect Dominion Voting systems, Inc. as our provider of Premier Voting
Equipment System Products services and parts.  Carried on voice vote. 


Board Member Reports:      
-	Wilson reported that business has been increasing on Thursday nights
at the collection site/recycling center. 
-	Notify the clerk if any gypsy moth problems are reported.
-	Clerk reported that the Roadhouse is requesting information on
putting a deck on the east side of their building for a smoking area. 
They need to make an application for a license for any outdoor area. 

-	Consensus to not upgrade the copy machine at this time and to
replace the fax machine.

Monthly Bills:  Bills for the month were reviewed.  MOTION (Fredrick,
Wilson):  To pay bills in the amount of $79,493.89.  Carried on voice
vote.

Adjournment:  MOTION (Wilson, Tietz):  To adjourn.  Carried.
